NORCAP is a world leading standby roster which consists of 700 highly qualified women and men ready to deploy to international operations at short notice. Through the NORCAP mechanism, we aim to provide those at risk with access to protection and to ensure that their rights are respected throughout all stages of a crisis or disaster. In order to rapidly respond to our partners’ needs NORCAP is currently growing its expert capacity within the areas of Protection, Child Protection and Gender Based Violence.

Qualifications:

  • Minimum 4-7 years of professional humanitarian experience in one of the categories listed above (equivalent to the UN P3 level or higher).
  • University degree within a relevant field of study.
  • English is the working language, but fluency in French and/or Arabic is an advantage.
  • Knowledge and experience with the UN cluster system.
  • Demonstrated ability to work effectively in highly stressful situations.
  • Excellent communication and interpersonal skills, including cultural sensitivity.
  • Strong analytical skills.
  • French and/or Arabic language skills are a distinctive advantage.

Practical Information:

  • Protection is at the heart of the work that we do; candidates selected for interview can expect for this aspect of their profile to be explored in some detail.
  • Candidates are expected to be available for mission within the first 6 months of having been accepted to the roster.
  • Shortlisted candidates will need to pass an English test as part of the selection process.

Gender mainstreaming experts:

  • Successful candidates will have experience with providing technical support and facilitating training sessions on Gender Mainstreaming according to the IASC Guidelines for Addressing Interventions in Humanitarian Settings. It is in addition expected that candidates have knowledge of the cluster system, proven ability to collect, analyse and present findings in a concise way.
  • The elements essential for this role is strong interpersonal and communication skills, coupled with the ability to build relationships with a wide range of stakeholders including UN leadership.
  • Enhance linkages between humanitarian and the development programming.
  • Develop periodic analysis, updates and reports on trends related to gender equality and women’s empowerment.

Shelter technical and/or coordination experts including site planning:

  • Ensure the physical safety and respect for basic rights of residents in camps in accordance with international standards.
  • Work with Shelter Cluster on the development of standard setting, tool and guidelines, at times working as focal point on cluster tools.
  • Actively promote inclusion of all stakeholders in the Shelter Cluster by creating an enabling environment for their participation.
  • Enhance accountability, predictability and effectiveness of emergency shelter actions.
  • Enable families to have access to work opportunities and promote a sense of security while living in a displaced community.

Cash based programming (CashCap):

The vision for CashCap is to improve the effectiveness and efficiency of cash transfer programming in humanitarian response through deploying the right person, to the right place and at the right time. The main responsibilities would be:

  • To strengthen capacity of humanitarian actors to undertake and promote quality cash transfer programmes in different contexts, and to ensure greater technical expertise on CTP in emergencies; specifically on assessment, design, and implementation, accountability towards affected populations, coordination, capacity building and monitoring.
  • To provide technical assistance to the different working groups/ clusters/sectors in analysing the potential needs, benefits and merits of using cash transfer modalities in their current programmes/activities.

Information Management:

  • Information management is a field of expertise which has developed from a technical IT discipline to a role with a holistic approach to information sharing.
  • Successful candidates will have a strong technical background, but also experience with interpreting the available information and to communicate the findings effectively.
