CashCap is an inter-agency project that responds to global priority gaps and needs within Cash and Markets, and the roster will consist of selected Cash Transfer Programming (CTP) experts from all over the world. NRC will host this roster, in coordination with a Steering Committee comprising of representatives from gFSC, UNHCR, World Vision International, ACF, WFP, FAO and OCHA.

The significant growth in cash transfers in emergencies the past decade has presented a number of challenges for policy-makers and practitioners in the humanitarian sector. Cash transfer programming is now an accepted tool in almost every emergency response. Hence the vision for CashCap is to improve the effectiveness and efficiency of cash transfer programming in humanitarian response through deploying the right person, to the right place and at the right time.

Responsibilities and Accountabilities

The overall aim of the CashCap Roving and Capacity Building Adviser position(s) is to provide technical and coordination support to requesting agencies whilst on mission with CashCap, and the incumbent will work under the direct supervision of the receiving UN agency, NGO, national or regional institutions. The CashCap Roving and Capacity Building Adviser will be part of the Rapid Response Team and needs to be prepared for deployment on short notice (60% of the time).

In addition to this, when home based, the CashCap Roving and Capacity Building Adviser will work with the NORCAP CashCap Adviser and the CashCap Response Unit in ensuring technical quality of deployments, tools and guidance. In addition, he/she will have a strong focus on effective capacity building/mentoring of CashCap roster members (40% of the time).

Competencies

The CashCap Roving and Capacity Building Adviser is expected to demonstrate the following technical and behavioural competencies.

Technical

  • Experience from working on Cash and Markets programming at a field level in acute emergencies.
  • Proven project management in designing, developing and implementing Cash & Market related programming, and ideally experience from working with or coordinating Cash and Markets Working Groups at an inter-agency level.
  • Demonstrated written, analytical, presentation, reporting and computing skills.
  • Proven ability to work and interact with multiple stakeholders, including UN agencies, donors, local communities, NGOs, government institutions and officials.
  • Documented experience in transfer of knowledge and mentoring of personnel on the job, and in designing training modules for roster members as per the requirements and strategies.*Behavioural*

  • Good interpersonal skills and inter-cultural, organizational and communication/negotiation skills.

  • Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to deadlines.

  • Diplomacy, leadership, cultural sensitivity and team-spirit are important personal features.

Education and Experience

  • Over 5 years of relevant professional experience.* Advanced university degree (minimum at Masters level) preferably in economics, international affairs, business administration, social sciences, and international development.

Languages

  • Required: English
  • Advantageous: French Arabic
