SENIOR EDUCATION MEAL ADVISOR
Permanent position
ROLE PURPOSE:
The Senior Education MEAL (Monitoring, Evaluation, Accountability and Learning) Advisor is responsible for overseeing, coordinating and further developing Save the Children Norway´s education results reporting system and practices, documentation of learning and evidences. The post-holder will ensure that Save the Children Norway has a clear understanding of education results and acts upon the learnings of our education programmes.
KEY AREAS OF ACCOUNTABILITY:
Strategic development and oversight
Develop overall guidance and quality assurance of the monitoring and results reporting component of Save the Children Norway education programmes.
Ensure cohesion of education results framework across various donors and contexts and its alignment to Save the Children education global thematic priorities.
Support in the thematic evaluations and research of education programmes.
Lead the disaggregation of education enrolment data on marginalized and vulnerable groups (children with disabilities, ethnic and linguistic minorities, girls/boys etc.
Planning, monitoring and reporting of Save the Children Norway’s education programmes
Lead the design and development process of education programmes through preparation of result frameworks and ensuring the MEAL section has been clearly articulated in the proposals.
Lead the collection of education results on the large framework agreements with institutional donors: issue guidance and quality-assurance of collection of baseline, mid-term and end-line data. Support the collection and analysis of education results for individual awards.
Capacity development and technical support
Work closely with education advisors in Oslo and in country programmes to build MEAL capacity.
Lead development and/or refinement and contextualization of tools for data collection against Save the Children menu of education indicators.
Provide technical support to country offices on result reporting and documentation of evidences.
Accountability and learning
Support in the dissemination of key education results and data to improve organizational learning and better impact for children’s learning to internal and external audiences.
Document key accountability practices and lessons learned reported by country offices for sharing and dissemination
Organize internal forums so as to share key results, learnings and new developments across global education programmes.
Qualifications and experience:
Minimum 5 years’ relevant work experience is required
Relevant educational background, minimum bachelor level
Demonstrated experience from developing and implementing education monitoring and evaluation systems in developing countries and/or humanitarian contexts is essential.
Demonstrated experience from working with quantitative methodologies, including database management, preferably in education. Highly computer literate with advanced knowledge of excel. Knowledge of statistical analysis packages such as SPSS or STATA will be considered an advantage.
Fluency in written and spoken English. Proficient in Norwegian is desirable. Knowledge of other languages such as French is considered an advantage.
Ability to think strategically around own portfolio of work and create synergies with other stakeholders internally and externally.
Ability to adjust to new environments and work effectively in networked organisations.
