Norway: Senior Finance Development Advisor

The Red Cross and the Red Crescent Movement is composed of 190 national societies, the International Committee of the Red Cross and the International Federation is the largest network of humanitarian actors, with 100 million members and volunteers. The Red Cross in Norway has more than 130 000 members and close to 40 000 volunteers carrying out activities through the more than 400 offices locally based.

Norwegian Red Cross is a member of the world wide Red Cross Movement working in the fields of relief and assistance and organizational development of partner Red Cross and Red Crescent societies. The International Department is responsible for initiation, support and follow-up of the Norwegian Red Cross supported programmes and projects internationally. Norwegian Red Cross' strategic priorities are Health, Social inclusion, Protection, Water and sanitation, Disaster management and Organizational Development. The position falls within the latter strategy area.

We are now seeking a Senior Finance Development Advisor. The position is based in Oslo, Norway, and will support the Norwegian Red Cross' regional and county offices in order to strengthen Red Cross and Red Crescent societies in Africa, Americas, Middle East and Asia.

The Senior Finance Development Advisor will coordinate support to selected Norwegian Red Cross' National Society partners, in all aspects of Finance Development in particular, and Organizational Development in general, as agreed in the respective partnership agreements and according to relevant National Society Development and Financial Development strategies and policies.

The position is placed in the Core Competencies Unit and reports to the Team Leader National Society Development based the Norwegian Red Cross office in Oslo, Norway. The unit consists of 9 senior thematic advisors and serves as the hub of thematic excellence within the international department, setting the frames and lead within the thematic areas. Travelling will be expected.

Main responsibilities

•Give Management Consulting services, and provide high quality technical and advisory support to partners and Norwegian Red Cross regional and country offices

•Lead and further develop the Financial Development strategy and operational approach

•Provide professional assistance in the development of programmes within the technical areas

•Support monitoring and evaluation through measuring the effectiveness and impact

  • Document best practices, and ensure learning throughout the organization

  • Design and conduct relevant trainings, and facilitate mentoring

  • Ensure close cooperation with all stakeholders

  • Promote the Financial Development program, and contribute to excellent results

  • Oversee the Financial Development portfolio in close co-operation with the Program unit in the regions

Basic selection criteria

Required:

  • University degree in Finance, Accountancy, Economics or equivalent

  • Minimum of 5 years’ experience of coaching, facilitating, managing and/or supporting staff

  • Broad experience in Financial Management, like senior finance management or similar positions with experience from relevant areas like financial planning, accounting, investments, risk management and anti-corruption

  • Strong Organizational Development background, including for instance change management, HR, leadership, strategy development and implementation

  • Fluency in English

  • Excellent communication and interpersonal skills, self-motivated and with the ability to motivate others

  • Excellent drive, enthusiasm and commitment

Preferred:

  • Field experience in the region or similar contexts

  • Knowledge of Spanish, French, Arabic and/or Norwegian

  • Experience with consultancy and/or with the Red Cross Red Crescent Movement
