The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization which provides assistance and protection to people affected by displacement due to conflict, disaster and climate change. NRC responds to such displacement crisis through programmes in 28 countries. We also second experts to organizations in 60 countries and conduct advocacy both in countries where we are present and internationally through head office and representation offices in Addis Ababa, Brussels, Dubai, London, Geneva and Washington DC.
NRC is considered a global leader in advocating for the rights of displaced people. To further strengthen our policy and advocacy work NRC is establishing a humanitarian policy and advocacy section in Oslo. We are therefore seeking a creative and results-oriented leader to spearhead this section. The chosen candidate must show an ability to further strengthen the framework for and conduct of NRC advocacy in a time of mass force displacement.

The Head of Policy and Advocacy Section is the lead on NRC’s humanitarian policy and advocacy work, a support to the rest of the organisation on advocacy conduct, and a builder of strategic partnership with key humanitarian actors.

Job description

  • The Head of Policy and Advocacy Section will:
  • Provide overall leadership, vision and strategic direction for NRC’s policy and advocacy and respond and adapt to shifting contexts
  • Define and develop NRC’s advocacy strategy, policies, guidelines, procedures and tools
  • Actively work towards strengthening NRC’s advocacy efforts towards states, non-state, international and regional actors as well as institutional partners.
  • Provide advocacy messaging and advice
  • Further develop advocacy methodology in NRC
  • Streamline advocacy processes in the organisation
  • Share best-practices across the organisation
  • Ensure compliance with NRC and donor requirements
  • Occasionally represent NRC including in the media
  • Devising and implementing strategy in line with advocacy objectives and wider organisational strategy

Qualifications

  • At least 5 years working experience in humanitarian or development work with demonstrated results
  • Knowledge of advocacy tools, including being able to provide strategic guidance related to public versus private messaging.
  • A sound understanding of good leadership responsibilities and the ability to develop and maintain team dynamics.
  • Coordination, networking and process planning experience
  • Line management and staff development experience
  • Substantial and successful track record in humanitarian policy and advocacy. Experience with donor proposals, reporting and budgeting processes
  • Excellent communication and analytical skills
  • Strong understanding of how to work with media, decision-makers and various actors in the humanitarian sector
  • Have an understanding of international humanitarian politics and law
  • Field experience is an asset
  • Experience from or understanding of NRC programming an asset
  • Ability to advice at a high strategic level
  • Excellent writing, editing and language skills
  • Interpersonal and networking skills
  • Representational skills
