Context

Established in 1946, NRC is an independent, humanitarian, non-profit, non-governmental organisation working in over 30 countries. We employ a rights based approach, challenging those with responsibility to uphold the rights of displaced people set out within national and International Laws. We do this through our programmes, where we provide assistance to meet immediate humanitarian needs, prevent further displacement and contribute to durable solutions. At the root of our programmes are our solid technical expertise and specific sectorial knowledge aiming for the highest possible quality, whether in stand-alone or integrated approaches.

NRC established a M&E Unit in 2018. The unit is based in the Global Programme Section within Field Operations. This Unit is responsible for the development and operationalization of the centre of excellence for organisation wide results management, including a system for global accountability for programme impact and effectiveness. It is also responsible for ensuring a high quality, effective and accountable global monitoring and evaluation framework in place, including an organisational approach, systems, processes and routines. We are currently using DHIS2 for results management, Kobo for data collection and Power BI for data visualisations.

We are looking for an experienced M&E expert with a strong background in quantitative data collection, management and reporting, strategic mind-set, a global perspective, excellent interpersonal skills and strong people management skills to lead and set the strategic vision and direction for NRC’s digital global reporting system and other digital systems for M&E data collection, management and reporting.

What you will do

As our Global Manager, Data Management, Reporting and Analysis, you will lead and set the strategic vision and direction for NRC’s digital global reporting system and other digital systems for M&E data collection, management and reporting. You will also be responsible for;

  • Ensuring that NRC’s global on-line reporting system for NRC’s organisational results monitoring data is available and usable, and for setting the overall direction, design, functioning, and ongoing development of the platform used to support results reporting.
  • Leading the development of required GORS functionalities and systems for quantitative data aggregation, indicator management and other data collection and indicator management systems for M&E – in line with organisational policies and decisions and ensuring relevance for users at the CO level
  • Ensuring that GORS systems and processes are kept updated and appropriately documented as the organization develops – for example ensuring relevant indicator sets within GORS are updated.
  • Line manage the GORS and digital team (GORS staff and consultants), setting annual workplans, performance management and on-going guidance and technical support and direction setting. Technical line management of regional M&E staff linked to GORS and data management and co-ordination of GORS and dashboard working group for M&E at all levels.
  • Engagement across the organisation on NRC’s digital systems and integrations relevant to M&E data and data analysis
  • Data quality check processes for M&E data, including for the framework agreements reporting processes to MFA and Sida on NRC’s global results annually
  • Capture and share digital innovation for M&E – capturing and sharing good practice from the Cos related to digital data management, collection, monitoring and reporting
  • Providing quantitative evidence of NRC’s performance, documented through monitoring and reporting for donor reporting, the board, Senior Management Group (SMG) and Field Operations Management Team (FOMT); and for producing quantitative analysis for NRC’s global learning moments including programme results reviews (for FOMT and SMG) and programme development reviews (for core competencies) and other global learning products linked to evidence produced for NRC’s programme policy and strategy. Contribute to development of global strategy and programme policy and related governing documents to reflect evidence-based monitoring results
  • Ensuring NRC has a range of easily accessible and relevant dashboards visualising M&E data.

What you will bring

  • Minimum eight years relevant work experience, of which at least 2 years relevant work experience in humanitarian/development contexts;
  • High level of professional expertise on M&E, in particular linked to quantitative data collection, management and reporting;
  • In-depth experience of working with digital systems for data management, reporting, collection and analysis. Experience in using DHIS, Kobo and PowerBI preferred;
  • Project management/ global co-ordination skills for strategic development projects;
  • Excellent analytical skills in particular quantitative analysis;
  • Very strong drafting and document development skills, including policy and guidance documents and training materials;
  • Fluency in English, both written and verbal. French or Spanish in addition would be appreciated;
  • Experience from working in complex organisations, and ability to work independently in a result oriented, multi-cultural environment and manage conflicting priorities;
  • Experience of management and leading a team;
  • Excellent quantitative analysis skills;
  • Ability to digest, analyse and review large quantities of data for prolonged periods;
  • Knowledge and understanding of NRC’s field operations, organisational strategy and policies;
  • Experience establishing systems for output and outcome monitoring;
  • Experience of planning and undertaking an extensive mapping process.
