Context

Established in 1946, NRC is an independent, humanitarian, non-profit, non-governmental organisation working in over 30 countries. We do this through our programmes, where we provide assistance to meet immediate humanitarian needs, prevent further displacement and contribute to durable solutions. At the root of our programmes are our solid technical expertise and specific sectorial knowledge aiming for the highest possible quality, whether in stand-alone or integrated approaches.

NRC established an M&E Unit in 2018. The unit is based in the Global Programme Section within Field Operations. This Unit is responsible for the development and operationalization of the centre of excellence for organisation-wide results management, including a system for global accountability for programme impact and effectiveness. It is also responsible for ensuring a high-quality, effective and accountable global monitoring and evaluation framework in place, including an organisational approach, systems, processes, and routines.

We are looking for an experienced M&E expert with a strong humanitarian background, good communication skills, excellent interpersonal skills, strong organisational and team working skills, and good cultural awareness and sensitivity to support NRC’s global education team which has received external funding for M&E support to two global education projects (50-75% Better Learning Programme-BLP- and 25% NORAD).

What you will do

As our Monitoring and Evaluation Adviser, you will primarily support NRC’s global education team which has received external funding for M&E support to two global education projects (50-75% Better Learning Programme-BLP- and 25% NORAD – youth education and alternative education programmes). Both grants include the development and roll-out/ testing and adapting M&E tools for NRC’s Country Offices, support to evaluations, supporting on reporting of results to NRC’s donors and facilitation of learning and analysis for the programme units. You will also be responsible for;

  • Focal point for the M&E BLP Global Unit (GBU) in charge of the M&E BLP portfolio together with supporting the BLP research;
  • Support Country Offices in collecting qualitative and quantitative data related for BLP through workshops, ongoing technical support and capacity building;
  • Adjusting and aligning BLP M&E tools with NRC’s global M&E system, integrating relevant guidance and elements into the global framework;
  • Support Country Offices with the implementation of, adherence to, and reporting against the BLP grant Results Management Framework;
  • Support the Head of Unit of BLP and Grant Manager in reporting requirements;
  • Coordinate and/or develop M&E and research guidance, frameworks, procedures, policies, tools, Theory of Change, templates and processes for the BLP global grant;
  • Develop tools and methodology to carry out the multi-country global PSS assessment;
  • Ensure findings from BLP data analysis are available and fed into decision-making processes, especially with regards to implementation, advocacy and fundraising;
  • Provide in-country capacity building on the BLP Monitoring and Research (MR) Toolkit and support country offices to contextualize it;
  • Coordinate efforts for multi-country data collection methods, analysis and reporting within BLP, ensuring a harmonized regional approach, consolidated regional reporting and establish mechanisms for quality checks;
  • Lead on BLP internal research initiatives and support the Head of Unit and the Advocacy & Communications Adviser in managing external research initiatives, and in preparing internal and external BLP reports;
  • Liaise with BLP partners, particularly the University of Tromso (UiT) and the University of Auckland (UoA), to ensure adequate research standards and alignment of research interests;
  • Compile and disseminate best practice, lessons learnt, recommendations, and case studies from project implementation, creating and tracking against a project improvement plan.

What you will bring

  • Graduate degree in a directly related field, such as research, statistics, quantitative analysis, etc.; significant work experience in directly related field will be considered in lieu of specific M&E related education;
  • Minimum 5 years of experience in an international NGO preferably in an emergency or post-conflict setting;
  • Minimum 3 years’ experience in creating and leading the implementation of M&E systems for an international NGO;
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in emergency and post-conflict settings, using both quantitative and qualitative methods;
  • Understanding of data and information needs for program management and decision making;
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies;
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods;
  • High-level English language proficiency (speaking, reading, writing), Arabic is considered an advantage;
  • Experience using software such as PowerBI, STATA, SPSS, NVivo, CommCare, Survey CTO, Kobo, ODK, SharePoint, Dynamics, SalesForce, DGIS2, Visio;
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint);
  • Database and platform creation valued as an asset, as is sound understanding of NRC policies, guidelines and best practices in the area of monitoring and evaluation, and project cycle management;
  • Previous work in PSS/SEL programs is considered as an asset;
  • Good communication, interpersonal skills and diplomacy;
  • Strong organizational and team working skills;
  • Good cultural awareness and sensitivity;
  • Expertise within one of NRC’s core competencies is an asset.
