The Global Advisor is the organisation’s expert within Camp Management and responsible for supporting the Country Offices, Regional Offices and Head Office in the strategic development of high quality Camp Management responses.
Job description
- GENERIC RESPONSIBILITIES
- Drive NRC’s strategic development of the Camp Management core competency and project manage the spending of any funds earmarked for programme development within the core competency.
- Provide strategic advice and guidance to the Country Offices, Regional Offices and Head Office in relation to the Camp Management core competency, to ensure quality programme development and implementation.
- Develop policies, strategies, tools and new approaches when relevant.
- Contribute to NRC’s international advocacy efforts in relation to Camp Management.
- Contribute to the development of an effective assessment, monitoring and evaluation system to document impact and promote quality control and learning across Camp Management programmes globally.
- Assist Country Offices and Head Office in recruitment of appropriately qualified project staff for the Camp Management core competency.
- Explore synergies and areas of cooperation with partners/other international actors, in particular with the global CCCM cluster leads, UNHCR and IOM.
- Build relationships with key stakeholders at a strategic level and represent NRC in international policy fora related to Camp Management.
- Produce overall analysis and relevant data and conduct assessments upon request.
- Keep abreast of developments in the sector and give presentations upon request.
- SPECIFIC RESPONSIBILITIES
- Ensure the strategy and plan of action for the Camp Management core competency is implemented in view of the recent rebranding, current humanitarian context, recent sector developments including work in out-of-camp and urban contexts.
- Ensure CM core competency’s collaboration with ED/N CCCM roster.
- Ensure sufficient systems are in place to support and monitor country programme compliance with the Programme Policy, as well as mechanisms to approve context specific deviations and innovation.
- Secure quality in ongoing and start-up programs in the NRC country office Camp Management programmes and ensure documentation and sharing of lessons learnt and best practices.
- Promote awareness of and compliance with relevant technical standards, policy guidance, handbooks and best practices related to Camp Management.
- Support the capacity building of NRC Camp Management practitioners.
- In cooperation with ED/N and the CCCM cluster, develop and update relevant NRC Camp Management tools as needed, including the Camp Management toolkit, adapted to the relevant scope and priorities for NRCs involvement in the sector.
- Support the NRC Camp Management emergency response and capacity.
- Explore opportunities for funding of Camp Management programmes and development activities, in view of prioritized workstreams identified through the Camp Management re-branding process.
- Ensure clarity of communication both internally and externally on NRC’s programmatic Camp Management core competency.
Qualifications
- Minimum 5 years of relevant professional experience as a manager within the humanitarian field, including (ideally) experience of working as an adviser
- Experience from working in complex and volatile contexts, and ability to work independently in a result oriented, multi-cultural environment and manage conflicting priorities.
- High level of professional expertise in Camp Management – preferrably experience both as a practitioner in the field, and in a supporting function (as Capacity building expert, or as advisor).
- Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
- Documented results related to the position’s responsibilities
- Able to represent organisation at a strategic level
