We are looking for an experienced protection professional that can lead both our global programming and
our policy work. This will be a challenging role that helps to define NRC’s direction and role as a protection
actor and influencer.
You will have excellent communication and facilitation skills, and the ability to build and maintain strong
working relationships with a diverse range of stakeholders. You will be a highly motivated self-starter with
experience of working on a wide range of complex issues. You will be comfortable working with a diverse
set of peers and managing a team of technical experts – both programming and policy. You will
understand and be able to articulate best practice in protection programming and steer NRC in a direction
that adds value and enables us to deliver on our mandate of ‘rights respected, people protected’. You will
be confident representing NRC on issues of protection and be able to identify and action NRC’s global
contribution to this area of work.
You will be expected to navigate the technically challenging protection space with both humour and
practicality, strengthening NRC’s capacity to deliver effective programming and utilising this knowledge to
influence change.
This position can be based in HQ in Oslo, or in any of NRC representation offices but with a preference for
Geneva, and will work with both the Programme Development and Support Section (PDSS) and the
Humanitarian Policy Team overseeing and connecting these two areas of protection response for NRC.

The Norwegian Refugee Council (NRC) Geneva leads NRC’s representation with the IASC and UN agencies,
and coordinates donor engagement with the UN and Swiss donors. NRC strives to assist and protect
vulnerable and displaced people during crises, especially in situations of conflict. Established in 1946, NRC
is an independent, humanitarian, non-profit, non-governmental organisation working in around 31
countries with approximately 14’000 staff.
Duties and responsibilities
- Strategy implementation/revision: responsible for driving the direction and implementation of the protection programming and policy strategies, reaching agreed milestones and reporting to senior management on progress. This includes outreach across the organisation to foster buy-in and understanding of NRC’s protection work. Responsible for revising the strategies if/when needed.
- Networking, coordination, representation and advocacy: accountable and responsible for networking and representation at global level to ensure NRC’s access to, and influence in, global policy debates on protection.
- Responsible for global advocacy on protection in line with humanitarian policy objectives.
- Fundraising: responsible for fundraising to support the implementation of protection strategies and objectives, with a particular focus on projects that advance protection outcomes and / or address identified gaps in competency, capacity and response.
- Conceptualising and testing new approaches: responsible for ensuring that new approaches are conceptualised based on identified promising practice in NRC and from other actors and that these are adopted effectively in line with strategies.
- Internal and external communication: accountable and responsible for ensuring that NRC is able to articulate its approaches and conceptual framework for protection both to internal and external audiences.
- Documenting what works and sharing learning: responsible for applying a sound M&E framework to measure progress both with regards to policy and programming.
- Technical support: responsible for supporting Regional / Country Offices where necessary.
- Project Management: responsible for managing global level projects falling under the global protection portfolio, ensuring compliance for progress, budgets, spending and donor reporting.
- Fostering a good working environment: responsible for fostering a good working environment within the protection programming and policy team.
Specific responsibilities
The Global Manager - Protection coordinates the work of a small team of programming and policy
advisors and oversees the implementation of related projects and objectives.
Under the direct supervision of the Director of Development Projects & Innovation Unit (DPIU) and with a
technical line to the NRC Geneva Director the Global Manager - Protection will:
Provide technical leadership for NRC’s protection programming including:
- Enable NRC to develop and structure its protection programming to increase impact and meet its protection mandate.
- Ensure effective strategic programming support and guidance for NRC’s protection portfolio, aligning and integrating with other programming efforts e.g. ICLA, Camp Management etc.
- Promote and share ideas for technical improvement in the field of humanitarian protection.
- Contribute to efforts to integrate ‘safe programming’ across NRC’s programmes
- Work with Regional Heads of Programmes and protection staff across Regional and Country Offices to ensure alignment on initiatives and approaches.
- Provide leadership and direction for NRC’s policy work on protection:
- Lead NRC’s engagement with the Global Protection Cluster and other relevant protection fora.
- Liaise and coordinate the work of the advisors and other staff within the Humanitarian Policy and Protection team in Geneva.
- Develop, coordinate and implement global humanitarian policy and protection initiatives. Including developing, revising and disseminating relevant policy tools, internal and external briefings and position papers.
Qualifications
- Relevant master’s degree or equivalent qualifications/experience in a relevant field.
- Strong competency in people management, in particular coordinating and leading a team.
- Documented results in managing projects and/or programs within the humanitarian sector.
- Visionary able to influence others to bring about change.
- Confident with external representation and public speaking.
- Excellent written and oral communication skills in English, additional languages would be an asset (French, Spanish, Arabic).
- Relevant experience in coordination and professional networking.
- Advanced professional knowledge and experience in protection policy and advocacy work (minimum 8 years).
- Knowledge of, and experience of working with, humanitarian architecture and specific protection coordination mechanisms.
- Experience with fundraising and proposal writing for major donors.
- Background from working in displacement contexts.
- Passionate about working on protection issues and coordination.
