The Roving Country Director (CD) will play a crucial role in NRC in terms of gap filling and support to new and existing country programmes. The Roving Country Director must be capable of assuming senior management positions in a new country or in any of the NRC Country Programmes on short notice. He/she could also be requested to assist a Country Director in need of additional support.
The Roving Country Director will be expected to undertake field missions up to 80% of the year. In most situations the temporary assignments will not exceed 6 months and will often be shorter. Between field assignments the Roving Country Director will be based at the Head Office in Oslo (or elsewhere upon agreement).
On mission, the Roving Country Director reports to the respective Head of Region/Regional Director. However, in between field assignments, he/she will report directly to the Head of Emergency Response Section (ERS).
Act as a interim Country Director in a start-up country or Acting Director in an existing country programme
Provide support to a Country Director when a country programme requires additional external support to manage a particular situation, e.g. programme transitions, review of programmes, programme and donor strategies and set-up
Act as in-country mentor to newly recruited Country Directors
Implement NRC’s existing strategies and policies
Carry out other relevant type of mission upon request
A separate Terms of Reference (TOR) will be developed for each mission
QUALIFICATIONS
Minimum 5 years of relevant experience within the humanitarian field
Experience from working in complex and volatile contexts
Professional knowledge of managing multi sector programmes with diverse staffing
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Proven skills in building national staff capacities
Fluency in English and French, both written and verbal
Additional language skills an advantage
Holder of a valid international driver’s licence
Commencement: ASAP
Contract period: 24 months
