International Senior Gender Advisor, Kyrgyzstan

ACDI/VOCA is currently seeking an International Senior Gender Advisor for a short-term technical assignment with the USAID funded Agro Horizon project in Kyrgyzstan. Agro Horizon promotes economic growth by increasing employment in the agricultural sector, especially for women and youth, while improving the availability of nutritious foods and market share of the targeted crops in both domestic and foreign markets. The Agro Horizon Project is a key component of USAID/Kyrgyzstan’s overall economic development program designed to accelerate diversified and equitable economic growth in Kyrgyzstan.

Responsibilities:

· Lead a gender value chain analysis of two targeted value chains in the Agro Horizon program and build capacity among Agro Horizon staff for conducting gender analysis of the remaining value chains by December 15th 2015.

· Work with Agro Horizon staff to identify and develop a scope of work for a local service provider who can support the gender value chain analysis activities.

· Work with the Gender Value Chain Analysis Team (made up of the Agro Horizon Gender Mainstreaming Manager, relevant Agro Horizon staff, and local service provider) to prioritize 2 value chains for analysis..

· Conduct a desk review of existing studies that examine women’s role in prioritized value chains in Kyrgyzstan. Compile existing evidence base to inform project activities and identify information gaps to be filled by project data collection activities.

· Design a gender value chain analysis study methodology and document it in a work plan. The work plan will describe the anticipated methodology and gender value chain analysis tools that will be used, sampling plan, timeline of fieldwork, and drafts of all tools.

· Provide training in the use of the gender value chain analysis tool to Agro Horizon staff and the local service provider.

· Coordinate and support Agro Horizon staff and the local service provider in the implementation of gender analyses of two identified local value chains.

· Support Agro Horizon staff and relevant value chain technical staff in developing recommendations and identifying priority interventions for integration into project implementation.

· Lead Agro Horizon staff to present the study results to Agro Horizon technical and management staff and garner buy-in for project adaptation to ensure that identified issues are addressed.

· Other responsibilities as specified by the Chief of Party or immediate supervisor.

Deliverables

  1. Work Plan that describes the anticipated methodology and gender value chain analysis tools that will be used, sampling plan, timeline of fieldwork, and drafts of all tools.
  2. Gender Value Chain Analysis Study Report, written in English using Microsoft Word. The report should include:

· Description of actual methodology and frameworks used, including actual sample size

· List and demographic breakdown of interviewees and focus group participants (sex, age group, geographic location, other as relevant)

· findings

· Recommendations and priority interventions

· Final work plan in an annex

· Bibliography referencing all documents and data reviewed and cited

· Copies of training materials

· Copies of all actual tools and guidelines used including surveys, interviews or focus group guidelines.

  1. Debrief with the Agro Horizon Project Chief of Party (CoP) and relevant technical staff prior to completion of assignment in Kyrgyzstan.

Please note that all reports and other written deliverables must be written entirely in English and submitted electronically in Microsoft Word, Excel or PowerPoint format to the Agro Horizon COP and ACDI/VOCA Director of Gender Mainstreaming and Women’s Empowerment.

Qualifications:

· Advanced degree in gender and development studies related to economics and/or agriculture economics or a related field required.

· More than 8 years’ experience working on gender issues, particularly related to agricultural value chain development, horticulture sectors, socioeconomic empowerment, and food security required, preferably in Central Asia (Kyrgyzstan preferred).

· Demonstrated experience conducting gender analysis and gender integration programming.

· Fluent English written and oral communication skills required.
