NRC’s Partnership and Policy Department is looking for a new Institutional Partnership Advisor (IPA). The Partnerships and Policy Department is responsible for NRC’s strategic relations with institutional donors and private foundations, and is the “centre of excellence” on donor/partner relations in NRC.
The IPAs are expected to take on the role as NRC’s lead expert adviser on donor issues. As such, the IPAs are responsible for strategic relations with donors and for building internal capacity and maintaining a help desk on donor related issues.
NRC’s Global Strategy for 2018-2020 aims at expanding NRC’s donor base beyond humanitarian funding, and in particular seeks to mobilise more funding towards durable solutions, including by developing stronger partnerships with development donors.
Role and responsibilities
The IPA we are looking for will have a particular responsibility in initiating NRC’s work to mobilise funding towards durable solutions and develop partnership with new donors, including development donors, innovative funding mechanisms and multi-donor funds. The main responsibilities include:
Lead the work to mobilise funding for durable solutions programming, including through partnerships with development donors.
Scoping of new donors and funding mechanisms, including an annual stock-taking exercise of donors
Lead the strategic engagement with the Malaysian bank Maybank and the establishment of the Global Humanitarian Fund
Assist with resource mobilization, including tracking and sharing new funding opportunities, and actively looking for new funding opportunities
Provide help-desk support and capacity build staff on fund raising and donor rules and regulations to facilitate compliance
Network and advocate for improved financing conditions with the donors
Liaise with other NRC units on donor related issues, including coordinate donor mappings and organise NRC’s annual internal Partnership Adviser Forum
Qualifications
Relevant university degree
Minimum 5 years of experience from a humanitarian/development organization and/or from a donor administration, either at Head Office/capital or field/embassy level
Documented results in resource mobilisation, including from development donors and funding mechanisms
A thorough understanding of Project Cycle Management, especially of the logical framework approach
Considerable experience from coordinating complex donor processes
Experience with editing texts in English
In-depth knowledge of development donor work and innovative resource mobilization. Knowledge of Social Islamic Financing and other innovative sources of funding, e.g. insurance schemes is an advantage.

Excellent interpersonal and communication skills, including negotiation skills
Strong planning and administrative skills, we are looking for a conscientious and structured person
Strong analytical abilities
High tolerance for working under highly stressful conditions
Fluency in English, both written and verbal
Sense of humor

Contract period: Temporary, 1 year position
Salary/benefits: According to NRC’s general directions. The contract conditions are as per national NRC Oslo terms of employment.
Duty station: Oslo, Norway. Some travelling to the field.
