Background

The Global Logistics team based in the Oslo Head Office is the Logistics Centre of Excellence for the NRC and provides a range of Logistics related expertise to NRC including but not limited to, the designing & development of organizational wide supply chain systems, the development & upkeep of organizational wide policies and procedures, the provision of strategic support and technical advice to all the Regional and Country Offices.

Role and responsibilities

  1. Planning, organizing and contributing towards making the HO Logistics Unit into a Centre of Excellence for Supply Chain Management in NRC
  2. Leading the development and implementation of innovative concepts and/or systems in support of achieving organizational level key strategic objectives.
  3. Change management through evidence-based analysis of NRC’s global Supply Chain, identifying gaps and offering potential solutions to improve performance

Specific responsibilities

  1. Leading and focal person for NRC’s Logistics First Response Facility in Dubai, including:
  2. Leading the Global Fleet Management and all related cross cutting issues, including:
  3. Leading the development and upkeep of NRC’s Logistics Handbook.
  4. Ownership and upkeep of key globally managed framework agreements (e.g. for the procurement of vehicles, medical kits etc.)
  5. Focal point for administering key global insurance policies for NRC (e.g. for vehicles, cargo, properties etc.)
  6. Remote and/or on-the-ground support to the regional/field offices through relevant interventions such as : a) technical advice, b) compliance/audit checks c) recruitment and capacity building of staff d) participation in NRC’s anti-corruption activities
  7. Liaise and work with key stakeholders within NRC on projects that have critical interfaces with Logistics (examples: Project Cycle Management, NRC Way 1 & 2, Agresso team, etc).

Competencies

  1. Professional competencies

Generic professional competencies:

  • Educational (MA level or equivalent) and professional knowledge of international Supply Chain Management
  • Minimum 5 years of relevant humanitarian working experience. Multi-country, international working experience preferred. Experience from the private sector would be an asset.
  • Demonstrated ability in planning, organizing and implementing projects/initiatives in multi-cultural environments
  • Advanced people management and communication skills
  • Fluency in English, both written and verbal

Context/Specific skills, knowledge and experience:

  • Proven record of accomplishment in full cycle project management (proposal development, piloting, project implementation, lessons learned, and final report) with projects related to Supply Chain Management.
  • Managing staff/contractors/consultants related to the projects they are responsible for budget management.

  • Experience in developing organizational tools for improving efficiency and/or effectiveness, and driving value for money when appropriate.

  • Proven ability and experience of working with strategy development and implementation.

  • Ability and experience in academic research would be an asset.

  • Experience in representing the department/organization in internal and/or external forums.

We Offer

The position is a temporary position for an initial period of 12 months with possibility of extension. The position is based at the NRC office in Oslo. The contract conditions are as per national NRC Oslo terms of employment.
