Context:
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with relevant units at the IOM Headquarters (HQ) in Geneva, the Regional Office (RO) for European Economic Area (EEA) in Brussels, and with the Sub-Regional Office (SRO) for the Nordic Countries in Copenhagen, the Programme Coordinator will be accountable and responsible for the development, management and coordination of the IOM Norway Country Office (CO) Programmes, including in the thematic areas of Assisted Voluntary Return & Reintegration (AVRR), Labour Mobility and Social Inclusion (LMI), and Resettlement and Movement Management (RMM), as well as other emerging areas. This includes ensuring compliance with administrative and programmatic procedures, monitoring financial budgets, preparing/reviewing of narrative reports and communicating with counterparts in Norway, the United Nations (UN) and relevant implementing partners in Norway.
Core Functions / Responsibilities:
- Coordinate and oversee the implementation, monitoring & evaluation and reporting on IOM Norway’s projects in Assisted Voluntary Return & Reintegration (AVRR), Labour Mobility and Social Inclusion (LMI) and Resettlement (RST) in an effective and timely manner and in line with IOM policies and practices, as well as with donor requirements.
- Supervise and mentor staff, consultants and interns, ensuring guidance and support to address technical challenges and navigate cultural and political sensitivities; ensure capacity building of Programmes staff.
- Ensure effective planning, implementation, monitoring & evaluation, reporting, and coordination on all projects implemented in IOM Norway by strengthening collaboration between and among teams through regular meetings and efficient workflows, as well as via the use of project management tools.
- Provide overall strategic and technical oversight of IOM Norway’s engagement in all programmatic areas, including in migration governance as part of IOM’s support to the Government in the implementation of the Global Compact for Migration (GCM).
- Explore and develop new and innovative partnerships and expand IOM Norway’s portfolio in line with donor needs and priorities and IOM's mandate and strategy; identify new project ideas based on data, evidence and research, and develop concept notes and project proposals, as part of IOM Norway’s diversification strategy, particularly in LMI, Migration, Environment and Climate Change (MECC) and private sector engagement.
- Consult and coordinate with the relevant Regional Thematic Specialists (RTSs) in RO Brussels and relevant units at HQ, as well as focal points in the SRO for the Nordic Countries, to ensure successful implementation of projects.
- Represent IOM in all Project Steering Committees with the donors, including regular monthly project coordination meetings, as well as quarterly strategic meetings.
- Provide regular and timely updates to the CoM on programmatic challenges and gaps through regular risk analysis, and take action and/or provide recommendations for operational adjustments and improvements.
- Develop and compile written materials, such as talking points, analytical summaries, background papers, visibility/promotional materials, etc., as required.
- Undertake travel duties as needed.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Law, Political or Social Science, Migration Studies, International Relations, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in and/or knowledge of migration management programming, especially in the areas of Assisted Voluntary Return & Reintegration (AVRR), counter-trafficking, labour migration, integration, pre-departure orientation and protection, as well as in Resettlement and Movement Management (RMM) is a distinct advantage;
- Demonstrated experience in coordination within an organization as well as outside with external stakeholders;
- Background in data analysis and evidence-based policy making;
- Experience in project development, project management, financial monitoring, database management, project monitoring and evaluation;
- Experience with international humanitarian organizations, UN agencies, non-governmental or governmental institutions/organizations in a multi□cultural setting;
- Experience in liaising with governmental and diplomatic authorities, as well as with international institutions;
- Proven experience in mobilizing funds from various donors including humanitarian and development donors; and,
- Experience in coordinating multiple complex programmes simultaneously.

Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Norwegian and/or other Nordic languages is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
