Norwegian Church Aid (NCA) is seeking a dedicated GBV Advisor to join our technical team in Oslo. We are looking for a candidate that has solid technical experience within GBV programming in humanitarian settings. You will be an integral part of NCA's programmes on gender-based violence in conflict, post-conflict and humanitarian crisis. In this position you will ensure that humanitarian GBV preventions and response programmes are implemented timely, with quality and adhere to donor requirements and international standards. In addition, you will engage in in-country coordination mechanisms and ensure quality control at country level. This includes a large focus on mentoring, training and capacity building of staff and partners on GBViE technical capacity. You can expect frequent travels, both to NCA’s country offices and field responses. This also includes traveling to high-risk areas and travel on short notice.

This position is based in Oslo.

Duties and responsibilities
- Contribute to professional development of humanitarian GBV prevention and response programmes across the organisation, and keep the organisation updated professionally on new trends and developments
- Provide in-country support to GBViE programmes, from supporting country strategy development, start-up of programmes, and capacity building
- Technical Advisor for the GBV programmes in DRC, Ethiopia, South Sudan, and Sudan. Preferred with working experience from one/several of these countries (countries are subject to change upon discussions)
- Develop, quality assure and support country offices with applications, planning, implementation, and results reporting, ensuring common cross-context learning across the organisation
- Contribute to development of policies, research and learning activities within GBViE
- Contribute to integrated programming both within NCA’s thematic areas and ways of working; humanitarian response, advocacy, and long-term development
- Take the initiative in documenting lessons learned, best practices and case studies to shape in-country strategies and programme approaches and contribute to broader sector learning
- Work closely with the Monitoring & Evaluation team to put in place GBV sector M&E plans, ensuring this is linked to reporting requirements, and build the capacity of technical field staff in carrying out the work
Qualifications
- Advanced degree in social work, social science, gender studies, humanitarian affairs, international development, or related field. Solid and relevant field experience can replace formal education
- Minimum five years of proven specialized experience in GBV prevention and response programming in conflict and post-conflict settings, with solid knowledge of international humanitarian standards for GBViE. Minimum 3 years of international experience
- Solid experience in training and capacity building, particularly using participatory approaches and methods for training related to different components of GBV programming
- Experience in supporting donor application processes and/or quality assure the technical components
- Being able and willing to travel to low, medium and high-risk areas
- Experience in the use of office software packages (MS word, Excel, Teams etc), experience in handling of web-based management systems
