The Protection Standby Capacity Project (ProCap) - an inter-agency initiative created in 2005 in collaboration with the Norwegian Refugee Council (NRC) - seeks to build capacity of relevant actors to enhance the humanitarian protection response. Protection Capacity Advisers support the strategic and operational humanitarian protection response for IDPs and other vulnerable populations. ProCap's goal is to strengthen the collaborative response between protection and non-protection mandated organisations, and supports the objectives of the Humanitarian Reform Agenda.

Job description

  • SPECIFIC RESPONSIBILITIES
  • Overall responsible for the development and management of ProCap project in close collaboration with partners
  • Financial management and budget responsibilities for ProCap, including planning, prognoses and reporting
  • Drive strategic processes within the field of protection, in order to ensure relevant strategies and plans for NORCAP portfolio
  • Ensure advocacy related protection concerns are being addressed with relevant stakeholders and fora.
  • Focalpoint for funding opportunities within the field of protection
  • GENERIC RESPONSIBILITIES
  • Give input to Expert Deployment / NORCAP Department's strategies, work plans, procedures and routines
  • Promote Expert Deployment / NORCAP Department’s standby roster capacity with the view to make NORCAP an interesting and relevant partner for existing as well as potential new partners

Qualifications

  • Relevant university degree and minimum 5 years of relevant Project Management experience
  • Experience within Human Resources (HR)
  • Strong communication skills, both written and oral
  • A proven track record of being a well organised, timely and efficient administrator
  • Fluency in English, both written and verbal, knowledge of French is an advantage
  • Knowledge of standard ICT office support systems
  • Humanitarian programme experience within protection including Gender Based Violence at field level would be a strong advantage
  • Experience from roster management
  • Experience from working with UN agencies
  • Knowledge of humanitarian coordination/the UN cluster system
  • Knowledge of protection in humanitarian action

  • Salary/benefits: According to NRC’s general directions.
  • Duty station: Oslo, Norway with 20% travel to the field.
