The Norwegian Refugee Council is looking for a dedicated expert to lead its global work on Prevention against Sexual Exploitation and Abuse (PSEA) and Safeguarding.
Background
NRC is committed to eradicating acts of sexual exploitation and abuse (SEA) and all other forms of abuse against beneficiaries, host communities and other staff through robust prevention and response systems, offering support to survivors, and holding those responsible to account. The Senior Management Group (SMG) has made a strategic commitment to strengthen NRC’s resources for this essential work by investing in specialist capacity in this area. The Head of PSEA and Safeguarding will lead a core team of Global Investigations Specialists in advising on effective systems for prevention and response, and in responding to and investigating allegations of child abuse and SEA.
About the role
The purpose of this role is to provide strategic guidance for the development and strengthening of NRC’s global systems for preventing and responding to acts of SEA and child/vulnerable adult abuse committed by its staff or by those associated with the organisation, whether against beneficiaries or other NRC staff/representatives. The role supervises and oversees the work of two investigations specialists and has a strong focus on global representation and high-level donor liaison.
The Head of PSEA and Safeguarding is expected to travel regularly to relevant meetings and may be required to travel to country and regional offices to lead high-priority investigations, awareness-raising and capacity-building activities and support strategic initiatives.
The day to day
- Provide strategic advice and guidance to line managers and other relevant staff in head office, regional, representation, and country offices in all areas in relation to PSEA and Child/Vulnerable Adult Safeguarding, investigations, and complaints management;
- In conjunction with other investigations specialists, develop an effective global case handling mechanism for misconduct investigations with appropriate protections for SEA and Safeguarding cases and provide advice on how such cases should be handled in Complaints and Feedback Mechanisms for beneficiaries;
- Provide guidance on appropriate support to and follow-up of survivors and those linked to the allegation, including the subject of the complaint;
- Provide line management and technical support to the Global Investigations Specialists, and dotted line technical advice to a network of focal points in all NRC offices;
- Manage, oversee, coach, or assist specialists and other staff carrying out, high-quality lawful investigations at NRC sites worldwide in line with NRC guidelines and investigation plans;
- Conduct investigations in relation to high priority incidents involving SEA or safeguarding issues;
- Support the development and delivery of trainings and other awareness-raising and capacity building activities on PSEA, Child/Vulnerable Adult Safeguarding, and NRC procedures for responding to reported cases;
- Develop appropriate mechanisms to monitor and evaluate work carried out under this strategy;
- Provide a global overview of reported SEA and safeguarding cases to NRC management and the Board, including regular and effective analysis and reports outlining trends and highlighting specific issues related to PSEA and Child/Vulnerable Adult Safeguarding;
- Provide appropriate support to NRC’s HR function and line management to strengthen safeguards in global systems for recruitment and personnel management;
- Build relationships with and report to relevant global stakeholders, partners, and donors, and represent NRC in international forums related to PSEA and Safeguarding

As our prospective candidate, you have the following;
- High level of professional/specialist knowledge within PSEA and Safeguarding;
- Minimum 5 years of relevant experience of working in a senior role on prevention of and response to SEA and child/vulnerable adult abuse within the humanitarian field;
- Experience in conducting, managing, and advising on sensitive investigations using the PEACE Model, and understanding the safety and protection needs of survivor(s) and others involved;
- Substantial experience from working in complex and volatile contexts, with an ability to work independently in a results-oriented, multi-tasking and multi-cultural environment and to manage conflicting priorities;
- Demonstrated ability to lead, oversee and motivate a team of specialists;
- Strong facilitation and presentation skills, capable of delivering sensitive messages appropriately to a variety of audiences and building a sense of engagement;
- Excellent communication skills, with a strong emphasis on active listening;
- Fluency in both written and spoken English;
- Significant experience in drafting and implementing policy and strategic guidance, and developing practical tools and resources;
- Proficiency in another language highly desirable (particularly French, Spanish or Arabic).
