EDUCATION IN EMERGENCIES MEAL ADVISOR
2 year assignment
ROLE PURPOSE:
The Education in Emergencies (EIE) MEAL Advisor will be leading and quality assuring the effective implementation of the results reporting system for all EiE grants and supporting the further development of Save the Children Norway´s quality learning environment (QLE) framework as a monitoring tool in emergencies. This is a new position established with funds from ECHO and the Norwegian Ministry of Foreign Affairs.
KEY AREAS OF ACCOUNTABILITY:
Lead MEAL work of education in emergencies programs.
Lead on implementing SCN results reporting system for all EiE programs,
Support country programmes to develop results frameworks for EiE programming utilizing the menu of indicators, particularly focusing on ECHO and MFA funded programs.
Directly support country programs on rolling out EiE MEAL systems for SCN programs and ensuring that EiE MEAL systems developed cover all EiE programs and link into overall country MEAL framework
Manage database of QLE indicators and EiE results for SCN
Support analysis of data and dissemination of EiE data to internal and external audiences
Support on piloting the Quality Learning Environment (QLE) in emergencies in different contexts of sudden onset, slow onset and protracted conflicts.
Lead on developing a monitoring package for QLE that includes monitoring tools and a database and support Technical Advisor in developing a training package.
Support on the development of disaggregating enrollment data on marginalized and vulnerable groups (children with disabilities, ethnic and linguistic minorities, girls/boys, poor etc.).
Work closely with education advisors in Oslo to build capacity for MEAL and ability to support country programs in rolling out EIE MEAL frameworks
Support country programs and regional offices to build MEAL capacity for EiE, including on implementing and following-up on EiE results framework and using QLE monitoring tools.
Conduct training and training of trainers in EIE MEAL.
Test information technology solution to collect data on QLE in emergencies together with selected country office(s).
Qualifications and experience:
Demonstrated experience in developing and implementing education monitoring and evaluation systems in emergencies and/or developing contexts.
Demonstrated experience working with information management, including database development and data analysis is required.
Experience working on working in quantitative and qualitative methodologies, preferably in education. Experience in developing guidance, tools and templates are highly desirable.
Communications skills: the ability to analyze complex data, summarize it and communicate it for different audiences.
Strong knowledge of MS Excel and preferably MS Access or other databases, including experience from developing macros and front-end/back-end solutions.
Experience in using mobile technology for data collection is considered an advantage.
Experience in delivering education programs in developing countries and/or in humanitarian contexts is considered an advantage;
Ability to work professionally in English. Knowledge of French and other languages an advantage.
