We are looking for a highly committed, flexible and professional Emergency Response Team Finance Coordinator. In this role you will be responsible for the day-to-day operational finance processes in humanitarian operations managed by the Humanitarian Division in NCA, as well as preparing and review of budgets related to grants while ensuring adherence to NCA’s policies and donor requirements. You will be expected to be deployed to the field in an emergency and must be deployable within 48 hours of notification. When not deployed you will be available to build capacity within NCA Country offices, partners and in Humanitarian Division. The Finance Coordinator will report to the Emergency Response Team Leader, work closely with technical WASH expert, GBV advisors, Security and other NCA personnel.
During emergency deployments you will work under the direction of NCA’s Emergency Response Team Leader or designated country emergency lead/and or NCA Country Director, with technical guidance from NCA’s Thematic Team Leader. Each deployment will be associated with a detailed Terms of Reference developed by the specific country office.
This position is located in Oslo and is initially for 12 months with the possibility of an extension.
Duties and responsibilities
- Financial management of humanitarian responses which includes cash flow, proper bookkeeping according to guidelines, and procurements that are transparent and according to donor requirements
- Deploy within 48 hours to support the rapid response start-up in areas with or without NCA country office presence
- Support humanitarian funding initiatives with NMFA, UN, ECHO and other institutional donors, as well as the ACT Alliance
- Quality assure and update NCA finance management and finance monitoring tools for humanitarian responses and build capacity within NCA Country offices, partners and in Humanitarian Division
Qualifications
- Solid experience related to finance management in conflict and post conflict settings
- Extensive field experience within finance management and accounting
- Experience with ECHO, UN, NMFA, as a donor as well as complex multi-applicant projects
- Proven experience in training and capacity building
- Experience with Agresso and Maconomy are an advantage
- Excellent donor and partnership relations, in particular private partners and corporations
- Knowledge of international humanitarian standards as well as international financial standards
- Experience with working with civil society actors and faith-based actors

- Demonstrate flexibility, reflection, and the ability to maintain positive relationships and composure in a sometimes-chaotic environment
- Able to take initiative and quick decisions while working under stress
- Able to work with a multinational group of skilled individuals
- Excellent analytical and communication skills, oral and written
- Excellent English skills. Other languages are an advantage
