In line with NORCAP’s global strategy, the Programme Manager for Cash and Markets leads the cash and markets response. He/she is responsible for the overall management, planning, implementation and reporting of multiple projects. This includes line management of technical staff and support functions, a leading role in developing, implementing and reviewing cash and markets strategies and coordination of the CashCap Steering Committee. The Programme Manager also undertakes comprehensive analysis of cash and market trends and opportunities, leads on global, regional and national partnerships, donor liaison and fundraising.
The Programme Manager for Cash and Markets is part of NORCAP’s Humanitarian Response and Resilience Unit, which drives strategic planning with UN and institutional partners . The unit manages strategic partnerships and leads project development and grants management to strengthen capacity of the UN system, regional organisations, national institutions and civil society.
Duties and responsibilities
- Manage and develop the inter-agency CashCap programme and related projects that aim to strengthen NORCAP’s global contributions in the areas of cash, markets, vouchers, digitalisation of Cash Transfer Programming and protection
- Manage and coordinate the CashCap Steering Committee in accordance with its ToR
- Develop new initiatives and projects within the assigned thematic area
- Drive strategic development of partnerships with institutions and government departments, UN agencies, Standby Partners and NGOs and other relevant institutions and network
- Line management of technical expert staff and support functions
- Ensure high quality project management and compliance
- Conduct field missions, as and where necessary, for advocacy, planning and management in relation to the area of responsibility
Qualifications
- Minimum of 7 years of relevant Manager/Adviser experience within the humanitarian field
- Experience with personnel administration and administration, preferably from international work
- Experience from strategy work, fundraising, project management and financial management
- Experience from working at strategic level and from leading processes
- Documented results related to the position’s responsibilities
- Humanitarian programme experience within Cash and Voucher/Cash and Markets at field level as well as UN experience would be a strong advantage
- Experience with start-up of new projects and project proposals and reporting to donors
- Relevant higher education
- Fluency in English, both written and verbal, knowledge of French an asset
Personal qualities
You are a highly engaged, senior level humanitarian professional with a strong drive to promote this important work of cash management. You have a mature and independent inclination and thrive in taking initiatives - and thus to a large extent creating your work to the best for the organisation. Furthermore you are a natural and confident communicator who are equally at ease approaching different levels from UN high level as well as with relevant donors and other stakeholders internally or externally.
