The Asia, Europe and Latin America Region for NRC comprises a diverse range of country programmes across a vast geographical area. Of four regions in Field Operations, the Asia, Europe and Latin America RO is based in Head Office covering: three sub-regions: Latin America, Afghanistan/Iran and South East Asia and a stand-alone programme: Ukraine. The operating environment is varied, encompassing a complex and multi-faceted set of humanitarian and recovery response needs in countries that are either fragile, environmentally vulnerable or both.

The Asia, Europe and Latin America Region is overseeing the Country Offices and its operations, and provides strategic guidance across core programme, advocacy and support functions. The Regional Programme Unit, led by the Regional Programme Director, supports with development of capacity in core competencies and cross-cutting themes, working collaboratively and in a matrix structure with the Regional Support Unit, Regional Advocacy, and the global Programme Development and Support Section in HO, and not least with Heads of Programme in Country Offices. The Regional Programme Unit also takes lead regionally on donor relations, monitoring and evaluation, and other specialist areas as assigned.

Duties and responsibilities

The purpose of the Regional Core Competency Adviser position is to assume the overall responsibility for the development of the Livelihoods & Food Security core competency and Economic Inclusion portfolio, strategy and growth of the overall core competency programme in the region.

  • Responsible for technical part of recruitment, induction of appropriately qualified CO Livelihoods & Food Security core competency staff and support CC staff capacity development;
  • Ensure that key learnings are extracted from LFS CC implementation;
  • Responsible for associating global LFS CC strategic priorities and role with needs and trends in the region;
  • Contribute to the identification, development and utilization of programmatic synergies and integration;
  • Contribute to the institutionalization of appropriate market-based programming, linked to food systems, business development and employment;
  • Contribute to the development and facilitate application use and dissemination of relevant assessment, analysis and learning;
  • Responsible for regional contextual analysis on food insecurity trends in the region and produce regular updates and information products;
  • Accountable for identification of trends, opportunities, resource mobilisation and fundraising for regional programme development related to Livelihoods and Food Security;
  • Support establishment of strategic partnerships in line with core competency global and regional priorities;
  • Responsible for safe programming guidance for the region associated to Livelihoods and Food Security Core Competency.
  • Contribute to the identification and development of relevant projects together in collaboration with global economic inclusion team;
  • Provide systematic training and build capacity of technical staff, in approaches including cash-based interventions and market based programme;
  • Support the identification, mobilisation of funding and establishment of strategic partnerships in support of economic inclusion portfolio development at country programme level.

Qualifications

  • Minimum 5 years of relevant professional experience as a manager and adviser
  • Ability to work both as part of a team and independently in a result oriented, multi-cultural environment and manage conflicting priorities.
  • High level of professional expertise in more than one field of the core competence
  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
  • Documented results related to the position’s purpose
  • Able to represent organisation at a strategic level
  • Fluency in English and Spanish, both written and verbal
  • Experience from working in complex and volatile contexts
  • Documented/proven results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Valid driver’s license

  • Master’s degree or similar in relevant field of food systems development, economic recovery or related field of expertise

  • Knowledge, experience and skills with market based programming, is required

  • Knowledge and experience with both household food security and livelihoods analysis is required

  • Experience in developing professional networks, partnerships and externally representation is required

  • Demonstrated experience working with relevant types of funding institutions, private sector and civil society organisations

  • Experience designing relevant assessments and multisectoral needs assessments and analysis is required

  • Contextual knowledge or previous experience in Central-south Asia and/or Latin America (experience from both is an asset)

  • Knowledge of Spanish language an asset.

Grade: 9 in the NRC grade structure

Duty station: Duty station preferably Head Office in Oslo, alternatively other duty stations (to be discussed)
