Requirements include, but are not limited to:
Graduation from a recognized police training school
Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post
Candidates should have held a high-level command or operational management position in a national police environment and/or significant work experience with law enforcement bodies
Knowledge of International Police Standards and human rights
Police administrative courses on human resources management and general police management
Proven ability to work with high-level government officials and institutions, as well as the ability to establish contact and develop confident relations with civil society
Project management experience
Extensive experience in police system and legal reform and/or public administration reform
Law enforcement development experience within the Commonwealth of Independent States (CIS)
Knowledge of regional political developments, legislative and police reform issues in Central Asia
Strong analytical, organizational, communication and interpersonal skills; ability to compile and analyze relevant information
Ability to work under pressure and within limited time frames
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Ability to operate windows applications, including word processing and e-mail
Very good oral and written English communication skills
Working knowledge of the Russian and/or Kyrgyz languages (desired)
Tasks and Responsibilities:
The OSCE Centre in Bishkek was established in late 1998 and seeks to have a lasting effect within five strategic priority areas: strengthening of relations between communities; fostering good governance and combating corruption; fighting against terrorism; promoting human rights protection and the rule of law; and furthering gender equality.
The Centre assists the authorities in reforming policing in Kyrgyzstan, in particular through the introduction of community-based policing principles. The goal is to turn the police from a force into a service, and to build trust, confidence, and inter-communal tolerance. The Centre's activities include technical as well as methodological assistance.
Under the supervision of the Head of the Politico-Military Dimension, the Head of Police Affairs will perform the following duties:
- Defines the strategy and necessary resources for all police-related programmatic activities;
- Oversees and directs the development, co-ordination and implementation of all police-related programmatic activities, ensuring they are adequately monitored, controlled, evaluated and reported on;
- Provides analysis and advice to the Head of Politico-Military Dimension on all policing-related issues, with a particular emphasis on those related to the police reform process;
- Liaises at the highest level with the Ministry of Interior and its territorial units, and actively develops a good working relationship/environment with them;
- Advises the Office of the Prime Minister, the Ministry of Interior and parliamentarians on international policing principles/good practices and issues relating to police reform;
- Assists in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
- Supervises the work of seven subordinate staff;
- Performs other duties as required.
