We are looking for an experienced Global Programme Development Manager for Innovation, who is ready to apply their expertise and develop their skills further in support of NRC’s innovation deliverables and approaches. Duties and responsibilities
- Scoping development area: responsible for scoping what is currently happening across NRCs global portfolio within the development area and identify possible best practices to build NRC approach on (in and outside of NRC). The scoping should include options for ambition level with associated resource implications.
- Strategy development and implementation: responsible for developing, implementing and presenting organisational strategy for how the development area should be implemented.
- Networking, representation and advocacy: responsible for exploring possible collaboration opportunities with other actors (humanitarian, private sector, academia, donors), representing NRC in relevant fora and leading advocacy initiatives linked to the development area. Ensure that NRC is well placed within the wider innovation sector including presenting NRC’s work and position NRC in the major debates.
- Conceptualising and testing new approaches: responsible for ensuring that new approaches are conceptualised and tested based on identified promising practice in NRC and from other actors.
- Fundraising: responsible for providing senior management with the necessary documentation and arguments to include development area in framework agreement and obtain share of available flexible funds. Also responsible for external fundraising in collaboration with external relations and the donor section.
- Project Management: responsible for managing projects linked to the development area, including progress, budgets, spending and donor reporting.
- Staff Management and team support: responsible for managing and working alongside technical experts, consultants and interns. Able to contribute to the wider DPIU and programme section team success and direction.
- Facilitating and stimulating an environment conducive to innovation within NRC. Keeping informed on innovation insights and analysis of the environment in which NRC currently operates and may operate in the future. Ensure this knowledge is integrated into the systems and culture of the organisation at country, regional and head office levels.
Qualifications
- Minimum 8 years of relevant Manager/Adviser experience
- Experience from leading scoping exercises and driving organisational change processes
- Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
- Able to represent organisation at a strategic level and contribute to global policy development with key donors and stakeholders
- Experience in supporting user centred design approaches and ways of engaging with end users
- Fluency in English, both written and verbal. French, Arabic and/or Spanish is an asset
- Preferable experience from working in the humanitarian sector and engaging with key humanitarian stakeholders
Personal qualities
To be successful you will need to have significant experience in the design and delivery of structured innovation processes, bringing ideas from conception to completion. You will have excellent communication and facilitation skills, and the ability to build and maintain strong working relationships with a diverse stakeholder audience. You will be a highly motivated self-starter with experience of working on a diverse range of issues. You will be comfortable working with a diverse set of peers and managing a team of technical experts. You will also be able to bring your project management experience to our internal innovation fund. You will be confident representing NRC on issues of innovation, and be able to identify and lead NRC’s global contribution to this important area of work.

The position is a full-time, two year engagement at our Head Office in modern locations in central Oslo, alternatively with our representation office in London, Geneva, Brussels or Berlin where national contract conditions will apply. Salary by agreement, good pension and insurance schemes.
