The Monitoring and Evaluation Unit is responsible for the development and operationalisation of the Centre of Excellence for organisation wide results management, including a system for global accountability for NRC programme impact and effectiveness.
We are looking for a highly engaged, structured and pro-active professional who is able to reflect and evaluate in an objective manner. You are confident in leading and representing the Monitoring and Evaluation Unit globally, and you take an active lead in developing global strategy and programme policy to reflect evidence-based research. Duties and responsibilities
- Accountable and responsible for the development of a Centre of Excellence on evaluation and research across NRC to ensure that the organisation delivers high quality, effective and relevant evaluations in line with our Evaluation Policy and Global Monitoring and Evaluation (M&E) framework
- Drive NRC strategic development by identifying strategic learning points from NRC Evaluations and research during the strategy process and other strategic learning moments (e.g. programme policy revision)
- Develop NRC’s global research, evaluations and learning plan – provide strategic advice and guidance to the SMG (Senior Management Group) and FOMT (Field Operations Management Team) in identifying learning priorities for evaluations and research
- Ensure that strategic areas of NRC’s programmes are independently and objectively evaluated to strengthen organisational accountability and learning, and present this learning to SMG
- Lead global strategic developments and roll out of NRC’s global approach to evaluations across the organisation; including guidelines, handbooks, tools, training modules and new approaches for all evaluation types
- Accountable for producing thematic reviews and the vision for other global learning products linked to NRC’s programme policy and strategy. This requires in-depth qualitative and quantitative data analysis produced through NRC’s M&E framework
- Accountable for ensuring systems are in place for learning from evaluations to feed into programme adaption and design at all levels. This includes for global programme areas – ensuring technical development is evidence-based and adaptive, and ensuring that NRC is in a leading position globally, in order to be relevant to the needs of beneficiaries and within the humanitarian landscape
- Coordinate with regional programme directors, heads of programme, regional and country M&E to ensure evaluation planning, implementation and use across the regional and country offices
- Accountable and responsible for the provision of support and capacity building along the technical reporting lines (to ROs and COs) within research and evaluation
Qualifications High level of professional expertise on evaluations/research (management, methods), with a minimum of 7 years experience
Minimum 5 years of relevant professional experience on adviser/manager level within the humanitarian or development field
Relevant education, minimum Master or PhD level
Project management/ global co-ordination skills for strategic development projects
Experience in drafting and ensuring implementation of policy/strategic guidance, and developing practical tools and resources
Skills in advocacy and influencing senior managers
Experience with representation in complex organisations at a strategic level
Fluency in English, both written and verbal
