Norwegian People's Aid Department for Mine Action and Disarmament (DMAD) seeks a Director, Strategic Resource Management (SRM)

Purpose
The Director is responsible for the Strategic Resource Management Section, maintaining oversight over effective and efficient use of the financial and human resources within the DMAD and its portfolio of country programmes and projects.
The function is also responsible for leading on donor relations, both managing relations with current donors and identifying new institutional donors, including possibilities for long term and sustainable growth in line with strategic priorities.
Member of the DMAD management team and hereunder expected to contribute towards development of the global strategy and global action plans, the successful implementation and timely/accurate reporting.
Main responsibilities:
- Develop, maintain and update DMAD’s procedures for resource management
- At all times, ensure an overall and holistic overview of the portfolio, and develop/maintain reporting systems which ensure that budgets, KPIs and standardised indicators are reported on and can be aggregated to a level that ensures sound management and control of all programmes/projects
- Coordinate the department’s work on annual action plans, budgets, forecasts and financial reporting
- Coordinate cooperation with support functions such as finance controller, HR advisors and compliance advisor, in order to ensure management and control of risks in the programmes, and to ensure sound management of the portfolio in line with internal routines and donor requirements
- In cooperation with the rest of the department management, participate in development processes and decision-making processes with regard to planning, start-up, development, evaluation and close-down of programmes
- Lead and coordinate the main donor processes
- Create, identify and develop new donor opportunities
- Ensure and strengthen competence on donor and compliance issues in the department and the country programmes
- Develop and maintain the DMAD Monitoring, Evaluation and Learning system
- Develop and maintain the DMAD Information Management System
- Line management of advisors within the SRM Section
Required qualifications, competencies and abilities:
- Relevant higher education and professional experience and/or equivalent military education and professional experience
- Minimum five years professional experience from non-profit management and programming
- Minimum one year relevant international field experience
- Excellent written and verbal English language proficiency
Desired experience, competencies and abilities:
- A profound understanding of what it takes to deliver high quality mine action and disarmament programmes and projects
- Experience from financial management, development of budgets for programme implementation, development of donor proposals and donor reporting
- Proven ability to work in a structured and systematic manner within a complex international portfolio
- Demonstrate an ability for sound judgment, sensitivity and discretion towards diverse cultural and political contexts
- Excellent verbal and written communication skills
- Creative, proactive, independent and positive approach
- Ability to, and motivation for, international travels
- Good ICT skills
Norwegian language proficiency, verbal and written is an advantage.
