NRC is an independent humanitarian organisation, with Head Office in Oslo, Norway and working in crises across over 30 countries. NRC has a global workforce of more than 7,000 directly employed staff, including 450 international staff, and almost 300 Head Office staff in Norway. Worldwide we have approximately 6,500 nationally employed staff in over 30 countries.
The HR directorate is located at Head Office, reporting to the Deputy Secretary General/Organisational Development department. The Global HR team develop HR policies, systems and tools, and provides specialist expertise, capacity building, and global HR project change management. HR Global Section work in a matrix structure and providing support to HR professionals located in other countries (regional offices, country operations, representative offices). In addition, HR Global monitor, control and follow up derivation from NRC’s HR policies and procedures.
The Head of Field is responsible, on behalf of the Global HR Director, in taking a lead role in aligning overall strategy development and delivery. Furthermore the operational management of strategic employee processes for our staff in our field operation sites, working collaboratively with key stakeholders within Field Operations and the Global HR community. This involves leading change management processes, developing and implementing Global HR policies and coordination of support to the Regional Offices.

Duties and responsibilities

Work with the Global HR Director to further develop the global HR strategy and action plan in line with NRC strategic direction

Drive the change management processes in identified areas to achieve the strategic goals - including change management and monitoring of execution

Further develop and implement NRC’s global employee processes, policies and practice in relation to duty of care

Leadership and line management of support functions (staff care, administration and system support) and budget responsibility for the unit

Represent HR Global in global initiatives, key discussions and negotiations

Focal point for monitoring compliance and holds an overview of derivation/waivers of HR procedures

Provide strategic advice to senior management and build internal and external networks

Support the HR Director, Regional management and HR Advisers in personnel cases and seek external legal advice when needed

Acting HR Director when required

Qualifications

Formal education – preferably master level – in HR or related areas (occupational psychology / social anthropology)

Minimum 5 years of relevant experience and professional knowledge in HR

Professional experience within the humanitarian related sector including line management

Knowledge about own leadership skills/profile

Understanding of organisational development and cultural change

Documented results related to the position’s responsibilities

Fluency in English, both written and verbal

Knowledge of Norwegian labour laws and experience in dealing with personnel cases

Personal qualities

You are a positive, insightful and solution-oriented professional. You have solid relationships building skills, yet the ability to stand in demanding situations. You thrive on working with strategic change management and continuous capacity building. Applicants must also be able to combine long-term and comprehensive focus with more operational work. The right candidate has personal integrity and proven ability to execute. You have good knowledge of your own leadership skills, and not the least the will and drive to work in a humanitarian context.
