Proposal Objective:
Social Impact is preparing for an upcoming DFID funded proposal programme in Kyrgyzstan. The anticipated goal of the programme is to work with the Government in Action (GIA) programme to develop a monitoring framework and an evaluation strategy, and to finalize the log frame. The GIA programme will be focused on improving centre of government capability to implement policy priorities; building public financial management capacity; and Strengthening the links between citizens and their representatives.
Position Description:
SI is seeking a Democracy and Governance Specialist (Parliamentary) to lead all activities required relating to the Parliamentary sector in Kyrgyzstan.

Responsibilities:
· Responsible for the quality of evaluation outputs and ensure timely submission of each deliverable.
· Assess the perceived value and results of DFID technical assistance to Parliament, in the eyes of beneficiaries and key project partners.
· Assess the added value of continued DFID Kyrgyzstan technical assistance to Parliament as a whole, particularly to the bodies targeted under current programming (committees, Legal
· Department, Administration, Press Service, and factions.)
· Analyze the current political climate in Kyrgyzstan, as well as its development over the past five years, to determine the receptivity of political elements within Parliament to future technical assistance.
· Identify the specific areas of Parliamentary processes (for example: representation, lawmaking, oversight, public administration, research) that would benefit from further technical assistance.
· Lead the preparation and presentation of the key evaluation findings and recommendations to the DFID Kyrgyzstan team and other key stakeholders.
Qualifications:
· Master’s degree in political science, international relations, international law, or related field required.
· Minimum six years of hands-on experience working in a state or national legislative body.
· Strong familiarity with parliamentary operations with a focus on internal processes of managing a legislative body.
· Experience in legislative strengthening initiatives in developing countries, particularly in the Europe/Eurasia region.
· Proven skills and experience to develop a robust assessment methodology and appropriate tools for data collection and analysis.
· Strong interviewing and communication skills, as well as strong analytical and written skills.
· Ability to travel throughout Kyrgyzstan.
· Fluency in English required; Russian or Kyrgyz language proficiency (oral and written).
