We are currently looking for a Global Finance Adviser to join our ranks in a truly international - and meaningful - context.

It is vital for NRC to have strong financial systems and processes in place to make sure that the organisation is consistently following sound financial practices, adhering to donor rules and regulations as well as reducing the risk of corruption in the difficult circumstances where the organisation is operating. The Global Finance (GF) section is responsible for the development and operationalization of the Centre of Excellence for Financial management and processes in NRC and as such to ensure that NRC delivers high quality, effective and accountable financial management in line with policies, strategies, donor requirements, national legislation, systems, handbooks and guidelines. The section should develop and maintain the overarching financial strategies for NRC, maintain an overall financial monitoring and analytical function and provide relevant financial advice to the Secretary General and the Senior Management Group on internal and external trends and issues. The section is also responsible to run and coordinate the NRC annual budgeting process across departments, has the overall responsibility for coordination of all global audits of NRC, and is responsible for conducting regular financial compliance checks and recommend corrective action across the organisation.

The Global Finance Adviser is part of a team of finance specialists, working globally providing expertise on financial management, policies, procedures, systems and tools. The position is located within the Policy and Control unit in the Global Finance section in the Organisational Development Department in NRC, but some travelling should be expected to the countries where NRC is operating.

As part of the Global Finance team the general responsibilities include the following;

  • Development of policies, handbooks and strategies related to financial management, risk management, budgeting and funds management
  • Technical development and continuous adaptation of NRC’s financial management systems, procedures and tools through innovation, in close cooperation with Regional Offices , Country Offices, other departments, donors and NGO partners
  • Compliance monitoring related to application of and follow up on finance procedures, management and tools across large parts of the organisation
  • Representing NRC in negotiations with donors and collaboration with other Non-Governmental Organisations related to financial systems and tools, procedures, and financial management and accountability
  • Development of financial training material and provision of capacity development and promotion of best practices through seminars, trainings and coaching on NRC’s financial systems, procedures and tools across the organisation
  • Focal point for designated regional office, including financial follow-up of the region and being the natural Global Finance contact point for financial enquiries from regional finance staff
  • Providing analysis, statistics and reports on financial data and developing recommendations to management
  • Coordination of global donor audits

Qualifications

  • Comprehensive educational background and working knowledge of concepts, practices and procedures in relation to accounting, financial controls, financial management and financial information systems
  • Professional knowledge and experience with Excel and ERP-systems (preferably Unit4 Business World (Agresso))
  • Ideally minimum 3 years of relevant Manager/Adviser experience within financial management and with establishing financial procedures and internal control systems
  • Documented results related to the position’s responsibilities
  • Strong numeracy and analytical skills
  • Fluency in English, both written and verbal

The following qualifications are not requirements for the job, but would be an added value and could influence the final specific responsibilities of the position;

  • Relevant experience within the humanitarian field and knowledge of humanitarian institutional donor rules and regulations
  • Knowledge of French, Spanish and/or Arabic
  • Advanced professional knowledge and experience with several Unit4 Business World (Agresso) modules and other relevant financial analysis tools and systems (for instance Power BI)
  • Programming/coding skills
  • Familiarity with traditional and modern training methods, tools and techniques
  • Experience in designing and organising training events and seminars in a humanitarian setting, including having the ability to present complex information to a variety of audiences
  • Experience with coordinating global donor audits
  • Project Management skills, and preferably experience with rolling out new procedures, tools and systems in a complex international setting
  • Strong background in Treasury and Foreign Exchange
  • Strong background with cash/liquidity management and related systems
