Norway: Emergency Response Director - Head Office

Background

NRC is seeking a visionary and dynamic Emergency Response Director with a good grasp of displacement and humanitarian issues. The Director will be leading a team of committed humanitarians across the world, and will further develop and strengthen NRC's good work in emergency response.

The overall purpose of the position is to plan and implement monitoring, assessments and start-up of new emergency programmes in NRC. The Director is also responsible for developing NRC’s overall preparedness and emergency response capacity, in addition to external branding of NRC as a professional emergency response agency.

NRC established the Global Emergency Response Section (ERS) in 2014 to strengthen the capacity to respond immediately to the needs of our beneficiaries when a crisis occurs. The ERS operates a number of capacities such as Emergency Response Teams, Roving capacities and an internal Surge Roster. These capacities are deployed both to support NRC Country Offices in their response to an emergency, and to emergencies in countries where NRC has no prior presence. The ERS also leads in the development of global standards, tools and guidelines for Emergency Response in NRC.

The Emergency Response Director has of today seven direct reports. : Team Leaders (2) of the Emergency Response Teams, Team Leader Start-up (Global Roving Country Director start up), Global Roving Head of Support/Programme, Head of Unit Roving and Surge, Global Emergency Programme Adviser and Rapid Response Mechanism Adviser.

The Emergency Response Director is member of the Field Operations Management Team.

The Emergency Response Director’s responsibilities include:

  • Ensure rapid deployment to assess needs, initiate coordination and lead the start-up of any required first response programmes in affected countries. Ensure support to geographical sections/ regions if NRC is already established.

  • Ensure resource planning and allocations of roving personnel and short term recruitments to country programmes/ regions upon their request, or as directed by FO Director.

  • Mobilise resources, develop relationships with donors.

  • Develop RRM (Rapid Response Mechanism) in NRC, also when done as multi-agency.

  • Represent NRC at relevant inter-agency forums related to emergency response and explore and engage in strategic partnerships.

  • Overall budget responsibility and authority, ensuring optimal use of the Section’s resources.

  • Recruitment of section staff, including ERT members and roving personnel.

  • Performance management and staff development of section’s staff, including holding each of these staff members accountable for results.

  • Develop global tools, guidelines and methodologies relevant for emergency response.

  • Secure monitoring, review and when relevant, participate in evaluation of effectiveness of NRC’s emergency response programmes.

  • Ensure implementation of and adherence to NRC’s strategies, plans, systems and regulations that are relevant to the section.

Professional competencies

  • Minimum 8 years of relevant leadership/management experience within the humanitarian field.

  • Experience from working in complex and volatile contexts.

  • Professional knowledge of NRC’s sectors of programme expertise.

  • Knowledge and experience from working with donors and fundraising and practical/strategic collaboration with partner agencies.

  • Documented results related to the position’s responsibilities.

  • Knowledge and experience of evaluation, organisational learning/capturing learning.

  • Knowledge about own leadership skills/profile.

  • Fluency in English, both written and verbal. Knowledge of French is an asset.

  • Experience from emergency response.

  • Experience with programme start-up, exit or similar.

The position is a permanent position based in Field Operations at the NRC Head Office. The contract conditions are as per national NRC Oslo terms of employment.
