Norwegian Church Aid (NCA) is currently the lead agency for the Field Support Team –FST- , UNICEF and consortium agencies. NCA, as a global humanitarian actor, provides life-saving assistance and protection to communities and people affected by crisis. NCA's expertise within the humanitarian field is access to safe drinking water and a safe sanitary and hygienic environment, and the promotion of improved hygiene practices.

The aim of the FST is to provide more effective support to the WASH clusters across a range of coordination specialties within information management (IM); assessment and crosscutting issues such as accountability to affected populations; gender age & diversity; and inter-cluster/coordination synergy.
FST support is focused towards high-risk countries facing complex emergencies, notably L3-emergency countries, with priority given to those facing a rapid-deterioration, or a rapid-onset emergency.

Since its establishment, the FST has been a consortium managed action - currently led by Norwegian Church Aid (NCA), with engagement of Action Against Hunger (ACF), IMPACT Initiatives, Swedish Civil Contingencies Agency (MSB), OXFAM GB, Solidarités International and World Vision International. The foundation for deployments is via UNICEF Standby Partner Arrangements, which allow deployments to overcome administrative and logistic challenges within often sensitive contexts.

Norwegian Church Aid (NCA) is seeking a consultant(s) to conduct an independent evaluation of the current 2015-2017 FST Operational Support model at the country level. The evaluation will also examine and include recommendations related to the Global WASH Cluster (GWC) monitoring framework and Key Performance Indicators. The evaluation should also take into account the conclusions and recommendations from the previous FST evaluation. The consultancy will include case and desk study approach with key stakeholder interviews.

NCA anticipates the evaluation consultancy will take place between January 20, 2018 and mid-March 2018, finishing no later than March 23, 2018. The evaluation will take place during the stated period, but the evaluation consultant(s) work is not expected to exceed 37 work days. Expected deliverables are listed in the ToR.

The main responsibilities of the consultant/evaluation team leader will be:
• Inform and consult the steering committee at all stages.
• Carry out the evaluation according to the ToR and the contract;
• Lead and coordinate the evaluation team;
• Day-to-day management of the evaluation process;
• Production of deliverables in accordance with contractual requirements and as listed in the ToR.

Qualifications Minimum of five years of professional experience in evaluations

In-depth knowledge and experience about humanitarian response programmes, including WASH
Experience with cumulative case study approach and conducting surveys, interviews, focus group discussions and other data collection methods.
Formal training in methodology . Excellent interpersonal skills.
