Background
The role of the Special Adviser Internal Audit & Quality Support is to assist management to enhance the quality and effectiveness of NRC’s activities, by understanding the key risks that NRC faces and assessing the adequacy and effectiveness of NRC’s risk management and internal control systems. Staff within the unit is also involved in oversight of NRC’s global complaints mechanism and in quality control of investigations.
Role and responsibilities
Generic responsibilities
Promote and encourage good practice in risk management and internal control
Ensure good exchange of information and regular communication with relevant head office and regional office staff
Develop, review and improve relevant tools and methodologies for internal audit
Provide advice to all NRC units on issues relevant to internal audit, including risk management and control mechanisms
Provide relevant analysis and advice to ongoing strategic processes and development of global guidance as requested
Specific responsibilities
Assist in conducting and documenting internal audits of NRC units and overall functions , by carrying out audit interviews and practical checks in accordance with defined standards and methodologies, taking the lead in the absence of the Head of IA&QS
Develop and/or advise on tools for assessing and strengthening effectiveness of internal control systems
Contribute to development and improvement of internal control and integrated risk management systems within NRC, by providing advice on these issues to NRC functions involved in developing and implementing change management processes or strategic initiatives
Draft and/or comment on internal audit reports to the Board, SG and relevant managers, and lead process of assessing follow-up on implementation of audit recommendations
Liaise with key staff in control, oversight and compliance posts across all parts of NRC and assist with development of relevant tools
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
Interface with Field Operations: Ensuring compliance with NRC policies and procedures, assessing effectiveness of risk management and control mechanisms, post-audit follow-up
Interface with Organisational Development: Compliance with and development of internal policies and guidelines, provision of post-audit follow-up, information sharing with SPD section
Interface with all Departments: Execution and-follow-up of internal audits

Strong operational management experience from complex organisations with international exposure or specific technical experience in operational risk management and internal control

Fluency in English, both written and verbal, is essential; fluency in Spanish and/or French is highly desirable

Detailed knowledge of programming issues and support systems in large humanitarian agencies

Ability to write clear and persuasive reports and to develop user-friendly tools and guidance

The position is a permanent post. The position is based at the NRC office in Oslo. The contract conditions are as per national NRC Oslo terms of employment.
