We do this by deploying experts to strengthen and develop partner capacity, developing strategic partnerships and advocating for more effective ways of working.

Background

The Expert Deployment/NORCAP department manages and implements over 40 different partner agreements and supported 800 missions in 2016. In total, NORCAP manages more than1000 roster members, undertakes 150 recruitment processes and has at any given time approximately 250 people deployed in the field in more than 60 locations across the globe. NORCAP’s main donors include the Norwegian Ministry of Foreign Affairs, ECHO, SIDA, OFDA and different UN agencies.

The Grants Adviser sits in the Partnership and Development section, which currently employs 16staff. The section is responsible for driving strategic development and quality assurance within existing and new projects. It also develops and maintains agreements for NORCAP, NORDEM, GENCAP, PROCAP and other specialised rosters, and ensures effective work flows across the department. The section manages agreements, fundraising and donor relations worth approximately NOK 350 million annually.

Role and responsibilities

The NORCAP Grants Adviser is responsible for providing technical assistance and support to maintain funding relations with existing donors and for developing funding prospects with potential new donors.

Generic responsibilities

  • Research and stay updated on donor trends and priorities including keeping an overview of potential funding opportunities for NORCAP

  • Assist with developing new funding prospects in line with the NORCAP Strategy and priorities and the NRC Donor Strategy, including summarising key information on donor requirements and compliance standards

  • Write funding proposals and/or provide input and guidance to those drafting the proposals

  • Further professionalise NORCAP’s donor work, including contributions to quality improvements in donor submissions as well as improved adherence to donor rules and regulations

Specific responsibilities

  • Lead implementation of NORCAP’s Fundraising Strategy and advise on funding opportunities based on NORCAP’s strategies and priorities
  • Responsible for forecasting income and regular financial reporting to Head of Section and NORCAP Management team in close coordination with the controller
  • Identify gaps and initiate new project proposals and fundraising needed in order to meet strategic objectives in coordination with relevant project managers
  • Map donor priorities and funding opportunities, and manage pre-qualification processes when applicable
  • Be updated on donors compliance rules and regulations
  • Be the main focal point and liaise with NRC’s liaison offices and Institutional Partnership Advisors and Programme Development Support as appropriate in relation to NORCAP initiatives and opportunities for joint project proposals (NRC/NORCAP) and reporting
  • Contribute to NORCAP’s compliance with the project management cycle (PCM) guidelines
  • Play a leading technical role in the application process and negotiation of new framework agreements
  • Support and advice NORCAP project managers with the administration of existing agreements, preparation of donor meetings and improvements of donor agreement processes where relevant
  • Support NORCAP project managers with applications for new donor agreements, donor pre-qualification processes, and strategic stand-alone project proposals. This may include input to and quality assurance of drafting of applications.
  • Support NORCAP project managers with maintaining an overview of the department’s grant agreements and provide support to narrative and financial reporting, including audits, as required
  • Advise Project Managers and budget owners on timely, high quality reporting to donors as per their requirements for grants
  • Any other tasks and responsibilities within the department as appropriate

Qualifications

  1. Professional competencies

Generic professional competencies for this position:

  • University degree or equivalent qualification, preferably at master degree level

  • Minimum 5 year of work experience from a humanitarian/development organisation and/or from a donor administration, either at Head Office/capital or field/embassy level

  • Documented results within administration and finance

  • Knowledge of project cycle management, especially of the logical framework approach

  • A conscientious and structured person with strong planning skills, including computer skills (MS Word, MS Excel, MS PowerPoint, and preferably also Agresso)

  • Excellent interpersonal and communication skills, and service mindedness

  • Fluency in English: excellent written skills are required. Preferably knowledge of Scandinavian languages

  • Prior experience with the following donors is desirable: NMFA, Norad, Sida, EU, DFID, DFATD, Danida, AusAID, or large international foundations, philanthropic organisations and experience with other donors is an advantage.

    We Offer

    The position is a permanent position. The position is based at the NRC office in Oslo and involves around 10 -15% traveling.. The contract conditions are as per national NRC Oslo terms of employment.
