The EDN department is NRC’s expert deployment capacity that works with the UN and international, regional and national partners to reinforce capacity to prevent, prepare for, respond to and recover from crisis. This includes NORCAP and several thematic rosters, with specialised expertise in protection, gender, needs assessments, climate services, human rights, democracy and peace building, cash and markets.

The Partnership and Development section is responsible for driving strategic development and quality assurance within existing and new projects/thematic areas, securing efficient working process, partnerships and funding, including development and maintenance of agreements.
The NORCAP Project Manager – Cash and Markets is responsible for management and development of ongoing and new programs and initiatives within the area cash, markets, vouchers, digitalisation of Cash Transfer Programming and protection. This includes undertaking analysis, leading development processes, liaise with internal and external stakeholders and be responsible for program design, proposal writing and fundraising.

Job description

Generic responsibilities:

  • Manage the CashCap project under NORCAP and other related activities
  • Contribute to Expert Deployment/NORCAP Department’s strategies, work plans, procedures and routines in relation to own specialist area
  • Work closely with the Grants Adviser on funding proposals, grant agreements and reporting to donors
  • Contribute to collaboration across the department to ensure joint goal achievement, and participation in relevant working groups
  • Contribute to effective cooperation between different Sections/Departments of NRC
  • Report on a regular basis (monthly) to Head of Unit and other stakeholders as necessary
  • Perform other tasks within the department as required

Specific responsibilities:

  • Manage and develop the CashCap project and other related projects that aim to strengthen the ED/N global contributions in the areas of cash, markets, vouchers, digitalisation of Cash Transfer Programming and protection
  • Develop a theory of change and a results management framework in accordance with the agreed objective of the CashCap project
  • Ensure that an adequate M&E system is in place and reported on accordingly
  • Work with Steering Committee in accordance with its ToR to prepare for and follow up SC meetings
  • Responsible for fundraising in the assigned thematic areas
  • Development of new initiatives and programs within the assigned thematic area, project design, development and M&E
  • Contribute to development of strategic partnerships with institutions and government departments, UN agencies, Standby Partners and NGOs and other relevant institutions and network and conduct relevant consultations as and where necessary
  • Conduct field mission(s), as and where necessary, for advocacy, planning and management in relation to the area of responsibility
  • Render support to project management for NORCAP in the assigned thematic area in cooperation with the NORCAP Head of Unit
  • Provide input to ED/N and NRC advocacy messages and information material within the area of responsibility

Qualifications

  • Minimum of 5 years of relevant Manager/Adviser experience within the humanitarian field
  • Experience with personnel administration and administration, preferably from international work
  • Experience from strategy work, fundraising, project management and financial management
  • Humanitarian programme experience within Cash and Voucher/Cash and Markets at field level would be a strong advantage
  • Experience from working at strategic level and from leading processes
  • Experience with start-up of new projects and project proposals to donors
  • Proven experience in financial and narrative reporting to donors
  • Fluency in English, both written and verbal, knowledge of French an asset

We offer

  • Contract period: 12 months
  • Travel: 5-10%
